Doge Exposes Risky Upload of Social Security Data to Unsecured Cloud Server

Serious Security Breach: Whistleblower Uncovers Vulnerabilities in Social Security Data Management

A recent whistleblower complaint has raised major concerns about the security of sensitive Social Security data, revealing alarming practices involving the Trump administration’s Department of Government Efficiency (DOGE). According to Charles Borges, the chief data officer at the Social Security Administration (SSA), hundreds of millions of Social Security records were uploaded to a potentially vulnerable cloud server, putting personal information of most Americans at risk.

Cloud Storage of Sensitive Data: A Dangerous Move

In June, high-ranking officials at the SSA greenlit the decision to upload a “live copy” of the country’s Social Security data to an agency-run Amazon-hosted cloud server, bypassing necessary oversight protocols. This database, known as the Numerical Identification System, contains over 450 million records, including sensitive information such as names, birthplaces, citizenship statuses, and Social Security numbers for individuals and their family members. The lack of robust security controls raises serious concerns about unauthorized access and data integrity.

    Allegations of Inadequate Security Measures

Borges’ whistleblower complaint contends that the actions taken by DOGE were in direct violation of internal agency security protocols and federal privacy regulations. By allowing DOGE personnel access to the agency’s cloud system, the potential for creating “publicly accessible services” increases, thereby exposing sensitive data to public access. Borges emphasized the catastrophic impact any leakage of this information could have, warning that it could result in public exposure of personally identifiable information (PII) for every American, including health records, financial data, and familial relationships.

    Potential Consequences and Hasty Approvals

The failure to secure this data could lead to a chaotic scenario, where the SSA would need to reissue Social Security numbers for an entire population, an unprecedented measure. While a federal restraining order initially blocked DOGE staff from accessing the database, the Supreme Court lifted this order, enabling DOGE to seek internal approvals for accessing the sensitive data.

The SSA’s chief information officer, Aram Moghaddassi, defended the decision, asserting that the “business need is higher than the security risk” and that he accepted “all risks” associated with this project. Furthermore, Michael Russo, a senior member of DOGE, also allegedly approved the move to cloud storage.

Call for Oversight Following Serious Concerns

Borges first raised these security concerns within the SSA before taking his claims to Congress, urging immediate oversight to address these critical issues. His action highlights the pressing need for stringent control and protection of sensitive government data as concerns surrounding cybersecurity mount.

Given the history of compromised data involving federal agencies, this incident adds to a growing list of security lapses observed during the Trump administration. Since taking office, DOGE personnel have assumed significant control over various federal departments and datasets, exacerbating fears related to data privacy.

    Government Responses and Reassurances

When approached for comments, a White House spokesperson did not confirm knowledge of the complaint, referring inquiries back to the SSA. In contrast, SSA spokesperson Nick Perrine asserted that the agency utilizes secure environments with robust safeguards to protect vital information. He emphasized that the disputed data resides in a long-standing isolation from the internet, under the supervision of the SSA’s Information Security team.

Data Breach Precedents in Federal Agencies

While data breaches in federal cloud environments are uncommon, they have occurred. A notable instance was reported in 2023, when the U.S. Department of Defense unintentionally exposed sensitive military emails online due to a significant security oversight. Although the data was stored in a dedicated cloud service, misconfigurations resulted in unauthorized public access.

As discussions surrounding security practices intensify, the importance of stringent data management policies and cloud security protocols cannot be overstated.
