US and Ukraine Negotiate New 19-Point Peace Deal Amid Tensions

In a significant diplomatic move, the United States and Ukraine have initiated a new 19-point peace agreement, with sensitive issues to be decided by the presidents of both nations. This development comes as tensions persist between Kyiv and Moscow, and the stakes of these negotiations remain high.

    Background of the Peace Talks

The recent negotiations followed pressure from Washington for Ukraine to accept a more extensive 28-point proposal, which raised concerns among Ukrainian officials as it crossed several long-standing boundaries involving territorial integrity and security alliances. Read more about the historical context of US-Ukraine relations.

    A Collaborative Yet Cautious Approach

Sergiy Kyslytsya, Ukraine’s First Deputy Foreign Minister, described the Geneva meetings as intense yet productive. Both sides, he stated, managed to establish a “solid body of convergence” while remaining cautious about the most contentious topics, such as territorial disputes and relations with NATO and Russia. These points have been bracketed for presidential resolution, highlighting the importance of high-level leadership in this peace process.

    Seeking Compromise on Contentious Issues

Kyslytsya emphasized that the Ukrainian delegation was not authorized to negotiate on territorial issues, particularly any ceding of land, which would require a constitutional referendum in Ukraine. The revised draft contrasts sharply with the earlier, controversial version that caused a public outcry in Kyiv.

Constructive Engagement with the US Delegation

The Ukrainian delegation, led by Andriy Yermak, Chief of Staff to President Volodymyr Zelenskyy, welcomed the US team, which included key figures like Secretary of State Marco Rubio and special envoy for Russia, Steve Witkoff. Throughout the discussions, Kyslytsya noted that the American side was receptive to Ukrainian perspectives, with many suggestions taken on board, including a proposal to remove the controversial cap on the size of Ukraine’s military.

A Tense Start to the Negotiations

Despite the productive outcome, the talks nearly derailed before they began due to frustrations stemming from leaks regarding the initial draft proposal. Kyslytsya conveyed how these tensions affected the atmosphere on the first day in Geneva, citing tense discussions that took nearly two hours to resolve.

Addressing War Crimes and Human Rights

Another contentious element of the discussions involved reworking proposals related to wartime actions. The original blanket amnesty for potential war crimes has been adjusted to better address the grievances of those affected by the ongoing conflict.

    Toward a Broader Coalition

A separate session later included European allies, reinforcing the united front and shared priorities in achieving peace. Prior to the Geneva talks, Ukraine engaged in private consultations with European national security advisers to further synchronize their positions.

    Next Steps and Future Engagement

As the negotiations continue, the draft documents will be presented to both President Trump and President Zelenskyy. There are discussions about a potential meeting in Washington to solidify the agreement, but caution remains in light of past interactions between the two leaders.

The Role of Russia in Upcoming Talks

The next critical phase involves how and when to present the revised peace proposal to Russia. Kyslytsya remarked on the need for Russia to demonstrate genuine interest in peace, stating, “It’s on the Russians to show if they are genuinely interested in peace.” Learn more about the specific objectives of international negotiations.

Conclusion: Striving for Responsibility Over Hype

Overall, while the Geneva meetings mark a key step forward in US-Ukrainian relations, Kyslytsya advises caution. He noted, “We should not be driven by excitement or hype, but by responsibility and the complexity of the issues.” This approach aims to ensure the sustainability of peace efforts amid ongoing geopolitical tensions.
