ICE Contracts Magnet Forensics for Advanced Phone-Hacking Technology

The U.S. Immigration and Customs Enforcement (ICE) has entered into a significant contract worth $3 million with Magnet Forensics, a leading technology provider known for its phone-hacking and unlocking device, Graykey. This recent agreement underscores ICE’s commitment to enhancing its investigative capabilities in the realm of digital evidence collection.

    Details of the Contract

According to a procurement database, the contract was published on Tuesday and specifically focuses on acquiring software licenses for Graykey technology. This will enable Homeland Security Investigations (HSI) to recover crucial digital evidence, process multiple devices simultaneously, and generate forensic reports that are essential for national security and public safety efforts.

While the contract does not explicitly mention "Graykey," it is widely recognized as the primary product associated with Magnet Forensics. Initially developed by Grayshift, Graykey is a forensic system specifically designed to unlock smartphones and extract valuable data. Magnet Forensics merged with Grayshift after an acquisition by private equity firm Thoma Bravo in 2023.

    Related Contracts and Investments

This latest contract is part of a broader pattern of procurement activities involving Magnet Forensics and its partner, Panamerica Computers. Additional contracts from the procurement database include:

    • Subscription for Magnet Griffeye Enterprise: A platform designed to collect, process, organize, and analyze data and evidence, valued at $145,000 and signed concurrently.

    • GrayKey Premier Software Renewal: This includes licenses for iOS and Android data extractions specifically for law enforcement investigations, with a contract value of $90,000 signed on September 5.

    • Software Licenses for Graykey: Enabling HSI to recover digital evidence for investigative operations, this agreement amounts to $57,000 and was officially signed on August 21.

    • Unspecified Magnet Forensics Software Licenses for HSI in Charlotte: Worth $12,000 and signed on August 18.

    Lack of Transparency

TechCrunch reached out to Magnet Forensics for further comments but did not receive a response. ICE has also remained tight-lipped about the specifics of the contract, particularly concerning whether the Graykey devices are utilized to extract information from the devices of detained migrants. ICE spokesperson Paige Hughes noted that ICE does not disclose detailed information about its investigative techniques and ongoing operations, emphasizing the risks to law enforcement personnel and operations.

    ICE’s Technological Arsenal

ICE maintains a comprehensive toolkit of technology solutions to support its enforcement activities. This includes facial-recognition software from Clearview AI, cell phone spyware developed by Paragon, and data analytics tools from Palantir—all of which contribute to ongoing mass deportation efforts.

In the previous year, ICE had also signed a noteworthy $5 million contract with Magnet Forensics for Graykey, as reported by Forbes. Graykey was launched in 2016, originally designed to be a competitive alternative to the well-established phone-hacking system, UFED, manufactured by Israeli company Cellebrite.

    Conclusion

The significant contracts between ICE and Magnet Forensics reflect the agency’s ongoing investment in advanced technology to strengthen its investigative capabilities. While the implications of such technology remain controversial, with questions surrounding privacy and ethical considerations, the partnership is poised to impact how digital evidence is recovered and utilized in law enforcement.

For those interested in learning more about the technological tools employed by ICE, further information can be accessed through TechCrunch and other reputable sources focused on technology and law enforcement developments.
