China pairs its AI push with warnings against investment bubbles

China’s new technology guidelines combine support for artificial intelligence and industrial innovation with a warning against investment bubbles. Issued on 9 October, the guidance calls for emerging industries to remain safe and controllable, while discouraging blind investment and unchecked expansion. It also points to accountability for officials whose decisions cause losses.

The combination is significant. Governments can want faster technological progress while also questioning whether every project carrying a fashionable technology label deserves support. An AI strategy becomes more credible when it addresses how investments will be selected and evaluated, alongside the scale of its ambition.

    Innovation needs a market

Research capability, productive capacity and commercial demand are related, but they are not interchangeable. A laboratory can produce valuable knowledge without immediately generating a profitable product. A facility can be built before customers are ready to use it. A policy that treats all three as the same outcome may miss where a project actually stands.

That is why clear milestones matter. Early research might be assessed through technical progress and the skills it develops. A commercial operation needs additional evidence about customers, utilisation and the ability to keep delivering its service. The appropriate measure depends on the purpose of the investment.

Competition can help reveal these distinctions, but public programmes also need their own discipline. Proposals should explain the problem they address, why the proposed capability is necessary and what would count as success. Reviews should make room for changing direction when evidence does not support the original plan.

Warnings about bubbles do not imply that every emerging industry is overvalued. They recognise that rapid expansion can bring projects with very different prospects under the same broad narrative. Scrutiny helps separate useful development from spending that is justified mainly by the popularity of a theme.

    A regional policy lesson

For Bangladesh, the useful comparison concerns the design of technology programmes. Support for infrastructure, skills or innovation should identify the capability being built and the users expected to benefit. A large announced budget is only the beginning of that assessment.

A practical programme can link training to defined tasks, research to a credible testing process and facilities to potential customers. Publishing measurable objectives also makes it easier to understand whether public support is producing the intended result.

China’s guidance shows that promotion and restraint can sit within the same policy framework. Bangladesh does not need to copy another country’s industrial model to apply that principle. It can support technological ambition while insisting on evidence, responsibility and a clear explanation of what each investment is meant to deliver.
